This position is open until filled. The salary range reflected in the advertisement is the full range. The hiring range will be between $71,560.74 to $84,523.81 depending on experience.
Position Summary:Under the direction of the Parks and Recreation Director, the Parks and Facilities Manager plans, schedules, and manages maintenance, construction, custodial activities of city owned and operated facilities including city pool; Plans, schedules, and manages grounds and landscape maintenance, city parks, and cemetery; Supervise, train, and evaluate the performance of assigned personnel with assistance of division leads; Considerable leeway is granted for the exercise of independent judgment and initiative; Assist Director with department, facility, cemetery, and city park strategic planning; Responsible for budgeting of divisions managed; Develop and communicate weekly/monthly work plans for all maintenance and facility personnel; establish and implement policies and procedures; Coach and train staff in the delivery of park maintenance services and management of facility maintenance and custodial staff; communicate with City leadership, elected officials and City staff on park and facility maintenance issues and needs.
Facilities Duties:
Plan, schedule and oversee facilities maintenance, custodial, and operations in City owned facilities including routine maintenance of building systems including mechanical, electrical, fire/life safety, ADA Standards, facility renovations, HVAC, and elevators; Inspect facilities for safety or hazardous issues, vandalism and needed maintenance care and determine need for interior and exterior fixture, electrical and mechanical system replacement or repairs with assistance of division Technicians; Keep Director apprised of issues and concerns related to facilities; Develop and implement a variety of preventive maintenance programs for the City facilities, equipment, systems and machinery; With assistance from Facility Technicians, perform skilled duties to maintain and repair City buildings and pool working from blueprints, shop drawings, schematics and sketches; Submit reports to the government agencies on chemical usage; Develop and maintain updated facilities master plan with short-term and long-term plan and goals for facilities by conducting and analyzing building and service needs; Negotiate contracts with service provider and schedules routine inspections and emergency repairs with outside vendors; Collaborate with Information Systems and Security department on security systems and vendors; Collaborate with building occupants and managers on budgeting for facility’s needs.
Cemetery and Parks Duties:
Oversee urban forestry, grounds maintenance and construction activities and operations of City rights-of-ways, parks and cemetery, including turfed and landscaped areas; coordinate activities on golf course with golf course personnel; With assistance from division supervisors assign duties to parks maintenance personnel and inspect completed work, schedule new planting and routine grounds care, feeding and water; Direct water conservation efforts through proper and efficient irrigation methods and equipment use; Inspect parks, cemetery and City grounds for spraying, fertilizing, pruning and new planting; supervise pest and weed control, spraying and related activities; Keep Director apprised of issues and concerns; Plan and train personnel in the planting, cultivating, transplanting and care of shrubs, flowers, trees, ground cover, turf and other items; Submit reports to the government agencies on pesticide usage; Develop strategic goals and planning for city parks and the golf course.
Management of assigned divisions
Supervise and evaluate the performance of assigned personnel; participate in the hiring of employees; Schedule, prioritize and assign duties of personnel and inspect completed work; Provide performance counseling and disciplinary action as needed in accordance with city policy; Attend various City of Lewiston meetings including City Council meetings as needed; Attend boards/commission meetings as needed including Parks and Recreation, Cemetery, and Urban Forestry Commission; Speak at open meetings regarding assigned division needs or reporting information.
With assistance of division leads/supervisors, train personnel on equipment and methods used by the division; Monitor equipment and activities for safe and proper operating conditions and practice; provide instruction and corrective action as needed; Coordinate and participate in the proper distribution of equipment and supplies to personnel to assure adequate materials to accomplish assigned workprojects; Research and locate best source of supplies and equipment; contact vendors and other sales representatives to evaluate and appraise equipment and materials.
Responsible for budget preparation and control of assigned divisions; Develop preliminary budget and project goals and objectives; Prepare cost, time, labor and material estimates for planned activities; Coordinate with purchasing division on request for qualifications, services, and bids, Coordinate with department Specialist on requisitions and needed supplies and equipment purchases to complete work projects.
Communicate professionally, courteously, and effectively with a variety of City personnel and outside organizations to coordinate and schedule activities, resolve issues and exchange information; provide technical information and assistance to public groups as requested. Receive and investigate complaints and follow-up and correct, if possible, issues raised by complaints. Provide information and explanation for concerns related to assigned projects or activities; Maintain records of chemical and hazardous materials used, material safety data sheets for all chemicals in inventory, work performed including inventories, preventative maintenance, requisitions, inspections, training, and work orders; Assist the public with questions or concerns of assigned divisions.
May need to act in the Director's absence.
